This can be abused to add arbitrary users due to the lack of authentication in handle import user.php. When combined with another flaw, it is possible to overwrite arbitrary files under the web root and achieve code execution as root. **Recommendations** For NUUO NVRmini2 versions 3.11 and earlier, as a temporary workaround, consider disabling the handle import user.php functionality until a patch is available. Restrict access to the web root to minimize the risk of exploitation. At the moment, there is no information about a newer version that contains a fix for this vulnerability.
