Name of the Vulnerable Software and Affected Versions
Android versions prior to 2018-04-05 security patch level

The issue is related to the SSL handshake process in Android, where if the RNG function (crypto API) returns an error, SSL uses a hard-coded random value. This is due to incorrect error handling in the Qualcomm component of the Android operating system. Recommendations
For Android versions prior to 2018-04-05 security patch level, update to a version with a security patch level of 2018-04-05 or later to resolve the issue.
