Description
The issue is related to the chrome.debugger API in DevTools, which allowed an attacker to access local files without permission by convincing a user to install a malicious extension. This could be achieved via a crafted Chrome Extension, potentially allowing unauthorized access to local files.

For Google Chrome versions prior to 69.0.3497.81, update to version 69.0.3497.81 or later to resolve the issue.
