Description:
A buffer over-read issue in PHAR reading functions may allow an attacker to read allocated or unallocated memory past the actual data when trying to parse a .phar file. This issue is related to the
phar parse pharfile function in ext/phar/phar.c. The vulnerability can be exploited by a remote attacker to gain unauthorized access to protected information.Recommendations:

For PHP versions 7.0.x prior to 7.0.33, update to version 7.0.33 or later.

As a temporary workaround, consider restricting access to PHAR files until a patch is applied.
