Description
The issue affects the creation of virtual machines and the use of passthrough PCI cards in domain mode. Specifically, it causes a passthrough PCI card to go into an error state when used in a domain, and it prevents the creation of a virtual machine via virt-manager or web console. Additionally, there is a problem with the KVM missing .pconfig on Icelake systems, and an error occurs when trying to apply a global property on Icelake-Server hosts.

For AlmaLinux version 8.1, consider disabling the use of passthrough PCI cards in domain mode until a patch is available.
For AlmaLinux version 8.1, avoid using virt-manager or web console to create virtual machines until the issue is resolved.
For AlmaLinux version 8.2, restrict the use of Icelake-Server hosts in host-model mode to minimize the risk of exploitation.
