Description:
The issue allows remote attackers to create an arbitrary number of accounts with a predefined password. This is due to a flaw in the ICS/StaticPages/AddTestUsers.aspx page.
Recommendations:
For versions prior to 2019-02-06, update to a version released after 2019-02-06 to resolve the issue. As a temporary workaround, consider restricting access to the ICS/StaticPages/AddTestUsers.aspx page to minimize the risk of exploitation.
