Description The issue is related to a missing permission check in the simulatePackageSuspendBroadcast function of NotificationManagerService.java. This could lead to local escalation of privilege by creating fake system notifications with no additional execution privileges needed. User interaction is not needed for exploitation.
Recommendations For Android versions Android-9 through Android-10, consider restricting access to the simulatePackageSuspendBroadcast function until a patch is available. As a temporary workaround, avoid using the NotificationManagerService until the issue is resolved. At the moment, there is no information about a newer version that contains a fix for this vulnerability.
