Description:
The issue concerns the performance of the Binutils linker, which significantly decreased after it started supporting a new kernel feature called "secondary relocs". This update allows the linker to bypass the secondary reloc support code if input files do not use this code, resulting in normal performance when input files do not use secondary relocs.
