Description
The issue occurs when trying to send commands to the DMCUB when it is not powered on, causing the system to hang. To fix this, a software state is used to track whether the process to exit idle or notify idle should be started. Any instances of exit/notify idle are refactored to use a single wrapper that maintains this software state. The system must exit the idle state before sending any commands or waiting for DMCUB idle.
