Name of the Vulnerable Software and Affected Versions The Notification for Telegram plugin for WordPress versions up to, and including, 3.3.1

Description The issue allows authenticated attackers with subscriber-level access and above to send unauthorized test messages via the Telegram Bot API to all users configured in the settings. This is due to a missing capability check on the nftb test action function.

Recommendations For versions up to, and including, 3.3.1, consider disabling the nftb test action function until a patch is available to prevent unauthorized test message sending.
