The issue is related to an incorrect authorization vulnerability in GitHub Enterprise Server. This vulnerability allows an attacker to create new branches in public repositories and run arbitrary GitHub Actions workflows with permissions from the
GITHUB TOKEN. The attacker would need access to the Enterprise Server to exploit this vulnerability. The vulnerability was reported via the GitHub Bug Bounty program.Recommendations
For GitHub Enterprise Server versions 3.8 through 3.11.4, update to version 3.9.10 or later.
For GitHub Enterprise Server versions prior to 3.9.10, update to version 3.9.10 or later.
For GitHub Enterprise Server versions prior to 3.10.7, update to version 3.10.7 or later.
For GitHub Enterprise Server versions prior to 3.11.5, update to version 3.11.5 or later.
As a temporary workaround, consider restricting access to the GitHub Actions workflows and limiting the permissions associated with the
GITHUB TOKEN until a patch is applied.Fix
