Description The issue is related to Reflected Cross-Site Scripting via the to parameter due to insufficient input sanitization and output escaping. This allows unauthenticated attackers to inject arbitrary web scripts in pages that execute if they can successfully trick an admin user into performing an action such as clicking on a link.
Recommendations For versions up to, and including, 4.9.9.7, avoid using the to parameter in affected API endpoints until the issue is resolved. As a temporary workaround, consider restricting access to the Newsletters plugin to minimize the risk of exploitation. Update to a version that includes the necessary input sanitization and output escaping fixes to prevent Reflected Cross-Site Scripting attacks.
